Go to the menu, turn the 'frame limiter' ON then you can press ctrl to dive and use sprintg (space) to swim and the arrows let you move around.
In GTA SA you can't submerge properly if the frame limiter is OFF in teh PC version.
The frame limiter can be turned on/off by pressing ESC, options, display setup, advanced, frame limiter.
